Modernize DBase Rental Program

I originally built my rental-management system in DBase/Clipper and it has served me well for years. I now need the entire application rebuilt as a native Windows desktop program so that it runs smoothly on current versions of Windows without the old DOS layer. The new version must retain every piece of information I already have. That means migrating all existing customer, rental, and payment records contained in my three database files—house, codes, and tenants—into whatever modern data store you choose. I need to open the new program on day one and see every tenant, property, and transaction exactly as they appear in the legacy system. Functionality should mirror what the current program does today: entering and updating tenant details, recording rentals and payments, producing any invoices or balance notices I currently generate, and printing or exporting reports in a format that is easy for me to share or archive. A familiar, menu-driven interface is fine as long as it feels like a modern Windows application. If you have a preferred stack (for example C#/.NET, Java, Delphi, or another compiled language) let me know why it suits this job and how you will handle the data conversion. Please include a rough outline of the steps you will follow, the tools you will use to extract the old DBF files, and how you will verify data integrity once everything is moved.
