Supreme Russia Roleplay Development

I’m building “Supreme Russia Roleplay,” a mobile CRMP-style game inspired by Black Russia, Grand Mobile, and Live Russia, and I want the very first release focused on Android phones and tablets. What has to be in that initial build is a genuinely deep role-play environment. Players must be able to step straight into either state factions or crime factions, each with clear ranks, leaders, and promotion paths. Think police, ambulance, army, and government departments on one side, and gangs, mafia, and other underground organisations on the other. Every system—jobs, economy, vehicle handling, property ownership, and the day-to-day duties or criminal activities that go with each faction—needs to feed into that structure so the world feels alive and properly managed. Because this is the foundation for a long-term project, I need clean code, an authoritative server model, and tools that let me tweak factions, ranks, salaries, and item prices without rebuilding the app. Unity or Unreal Engine are both fine so long as the end result runs smoothly on mid-range Android hardware. Deliverables for this first milestone • Game design document outlining mechanics, faction hierarchy, and economy flow • Playable Android client with login/registration and a 50-player online city map • Core faction system (state + crime) with join/leave, ranks, and basic commands • Vehicle driving, simple job loop, and property purchase placeholders wired to the economy • Admin panel or editable config files for balancing factions and money values • Source code and build instructions I’ll test the build on real devices; acceptance is a stable APK meeting the above points and hitting 40 FPS on a Snapdragon 720G or equivalent. Let me know what engine and network solution you prefer and how long you’ll need to get this MVP online.
